Joel Yonkman
Joel Yonkman has over 20 years of first responder experience. Throughout his career he has worked as a Paramedic supervisor with primary responsibility for the response and transport of the sick and injured. In addition, he has spent twelve years serving as a Tactical Medical Commander with a multi agency/multi jurisdictional Tactical Team. He completed his training in 1991 as a State of Michigan Fire Fighter and had held a captains level position for a number of years. He has been involved in Law Enforcement since 1992 when he graduated for Northwestern Michigan College’s police academy with an Associate’s degree in Applied Science and continues to hold his position as a reserve police officer. He currently holds many instructor credentials in the fields of EMS, Hazardous Materials, as well as the Fire Service. For the past seven years he has been involved in educating first responders in ICS as well as in many other areas including initial education, through his position as Emergency Services Director of Baker College. In 2007, he attended training in Israel involving response to mass casualty incidents associated to terrorism. He has received his graduate degree in Disaster Medicine and Management through Philadelphia University. From 1994 through 2012 Mr Yonkman was involved in the design of construction of residential and commercial properites and today he brings that experience back the area of Northern Michigan as he leverages his abckground in Law Enforcement, Security, and construction as he serves as the Director or Operations for ERGSS through the line of professional services offered in the areas of home automation technology. In 2007, he began consulting as a subject matter expert in the medical and incident command fields at FEMA’s Center for Domestic Preparedness, Noble Training Center, as well as locations around the country. In addition, he began to consult with the Medical College of Georgia in their Special Operations Division involving delivering education programs in the area of disaster response and tactical medicine. In 2009, he began consulting as an Emergency Manager at FEMA headquaters in Washington DC where he was involved with authoring national level guidance and providing subject matter expertise for response to a catastrophic earthquake in preparation for NLE 2011.
Onalee Grady-Erickson
Onalee Grady-Erickson was formerly the Infectious Disease Outbreak Program Coordinator for the State of Minnesota’s Department of Public Safety, Division of Homeland Security and Emergency Management. Onalee began her career as a consultant for Arthur D. Little in Boston MA working on the Exxon Valdez oil spill. In 1992 she moved to Pocatello ID to work for the Southeaster District Health Department as an Environmental Health Specialist. In this capacity she oversaw the collection, compilation and analyzed environmental data concerning food, beverage and lodging establishments, mobile home parks, illegal dumps, feedlots, wells, sewage systems and other potential health or pollution hazards as well as the preparation and implementation of environmental codes and ordinances. In 1994, she moved to Minneapolis MN and began working for the Minnesota Department of Health (MDH). While at the MDH, she developed, coordinated, and analyzed environmental issues with human health significance, for the purpose of policy development and long/ short-range planning. She was the enforcement point person involving the Administrative Penalty Order for the Minnesota Clean Indoor Air Act and Minnesota Lead Statute against non-complying parties. In 1997, she was assigned to the MDH Commissioner’s Office as the Assistant to the Deputy Commissioner. In 2001 she began working for the Minnesota Department of Public Safety’s Homeland Security and Emergency Management (HSEM) in the Radiological Emergency Preparedness Program. She worked closely with federal partners as well as provided training to a variety of state, local, and volunteer agencies in regards to the State of Minnesota’s Emergency Operations Plan. In 2005, HSEM reassigned her to the newly developed infectious disease outbreak program. In her position she directed, developed, and implemented the state’s highly pathogenic avian influenza (HPAI) and human pandemic influenza plans. In addition, she developed/updated and revised state, local and tribal government emergency operation plans, to ensure that state and local plans and planning guidance adequately address state and local emergency planning needs regarding HPAI and human pandemic outbreaks. Ms. Grady-Erickson holds a Bachelors degree in biology from the College of St. Benedict and is a Certified Emergency Manager. She currently works as a subject matter expert for the Center for Domestic Preparedness; a consultant for ICF International to evaluate radiological emergency preparedness exercises for FEMA and for the Department of Public Safety developing their continuity of operations plans for a pandemic event. She has co-authored a book entitled “Pandemic Influenza: Emergency Planning and Community Preparedness.”
John Emery
Dr. Harold Moores, MD
Dr. Moores has 17 years experience working as physician. Throughout his career he has held many positions in the medical profession. In 1991, Dr. Moores graduated with honors from the University of Colorado Medical School. He conducted his residency in Ohio and Michigan and is currently the Director of Emergency Services for the Mecosta County Medical Center and the Spectrum Health Reed City Hospital. He has received numerous honors and awards throughout his career: the Medical Student Council Research Award for Excellence in Medical Research; a Certificate of Appreciation for Faithful Service to Education and Community; the Western Student Research Forum – Award for Meritorious Research; the Edgar and Marion Adler Scholarship Award for Academic Merit and Creative Contribution to Medicine and the Second Place Award, 3rd Annual Research Forum – General Surgery to name a few. In 1992, he began his residency in General Surgery until 1996 when he became the Assistant Director of Emergency Medicine at Mercy Hospital of Cadillac. Currently, Dr. Moores holds a position as the CEO of Central Michigan Emergency Physicians, PC as well as the Director of Emergency Services at Mecosta County Medical Center. In addition to his outstanding work in Emergency Medicine, he also has been involved in numerous research projects, authored many research papers, and continues to be instrumental in the development of Michigan’s mass casualty response to a CBRNE event.
